The Gateway Arch and the Jefferson National Expansion Memorial suffer from their disconnection with Downtown St. Louis. For a 2010 international design competition, Matt Donham served as project manager for the PWP Landscape Architecture collaboration with Civitas and Foster + Partners on a proposal to reestablish and reinforce a strong axis between the Gateway Mall, the Arch Grounds, and the Mississippi River.

Analyzing the local and regional transportation network, we generated strategies to modify streets, sidewalks, crossings, and even highway entrances/exits to meet the dual goals of moving traffic and encouraging pedestrian movement into and out of the Arch Grounds. At the end of the axis, where the city would be reconnected to the river, we created a great grassy bank that would function as a picnic spot and event space.
